This is a good example of an older Tadpolly in green scale color. Distinctive "Heddon Dowagiac" v-shaped writing on the lip, brass cup rigs, glass eyes in perfect condition and 3-pronged treble hooks.  I do not know the exact date but it is somewhere in the 20s-30s, one of the better tadpolly's out there, see pictures for condition.  This lure shows well for its age and does not appear to have been fished.
